Boston Enforcement and Removal Activities of U.S. Immigration and Customs Enforcement A 25-year-old Haitian national with 17 criminal records in Massachusetts was arrested by Boston for illegally entering the state. Wisteguens Jean Quely Charles, a member of a dangerous Haitian street gang, was taken into custody by ICE officials from ERO Boston in Boston on January 22. Charles has been convicted of several offenses involving drugs, firearms, and assault & battery.
According to acting Field Office Director Patricia H. Hyde, Mr. Charles entered the country unlawfully and has repeatedly violated our laws, seriously harming the people of Massachusetts. ERO Boston will not stand by while our New England neighborhoods continue to be victimized. Our goal of capturing these illegal alien criminals and expelling them from our neighborhoods will not change.
Charles broke the conditions of his lawful entrance after entering the country in Miami, Florida, on July 13, 2013.
Between August 16, 2022, and August 14, 2024, Charles was arrested, charged, and found guilty of 17 crimes, including trespassing, carrying a dangerous weapon toward someone with brass knuckles, possessing a firearm without a permit, possessing ammunition without a permit, assault and battery with a dangerous weapon, resisting arrest, and possession and distribution of controlled substances.
After one of these arrests, Charles was met by an ICE ERO on April 15, 2023. Charles was placed under immigration detention in the Norfolk House of Correction in Massachusetts by ERO Boston. On October 20, 2023, however, Charles was freed from the penitentiary facility without paying respect to the immigration detainer.
Charles Jan. 22 was taken into custody by ICE ERO Boston officers in Boston and given a Notice to Appear before a DOJ immigration judge. He is still being held by ICE.
