Initiated as part of a broader legislative strategy passed in April 2022, the plan targets a gradual decrease in the food sales tax. The journey began in January 2023, with an initial reduction from 6.5% to 4%. The upcoming phase will see a further cut, bringing the rate down to 2%. The end goal is a complete abolition of the state’s food sales tax by 2025, a vision ardently supported by Governor Laura Kelly.
However, the scope of this tax cut is specific. It primarily covers “food and food ingredients,” ensuring essentials like produce, milk, and items necessitating home cooking benefit from the reduction. Conversely, prepared foods, alcohol, and tobacco remain outside this tax relief.
Despite this positive development, Kansas residents must still contend with varying local sales taxes, which are not influenced by this state legislation. Furthermore, the U.S. Department of Agriculture forecasts a general rise in food prices by about 1.2% in 2024, with a slight decrease in at-home food costs contrasted with a significant increase in dining-out expenses.
