Despite numerous encounters with law enforcement and a lengthy rap sheet, Boissard remains a free man, perpetuating a reign of terror that has left residents living in fear.

Boissard’s criminal antics have become synonymous with chaos and disorder in Greenpoint, with reports ranging from petty theft to outright assault. Babu Davnath, the owner of a local bodega, recounts the numerous occasions where Boissard has instilled terror in the hearts of patrons, including instances of physical violence against women and brazen theft.

In the past two years alone, Boissard has been arrested by the NYPD a staggering twelve times, yet each time he finds himself back on the streets shortly thereafter. The frustration among law enforcement officials and residents alike is palpable, as they grapple with the seeming inability of the justice system to hold Boissard accountable for his actions.

Part of the challenge in prosecuting Boissard lies in his classification as an emotionally disturbed person, compounded by his purported inability to communicate effectively due to being “deaf and mute.” This unique set of circumstances has created a legal quagmire, allowing Boissard to slip through the cracks time and time again.

One particularly troubling aspect of Boissard’s criminal history is his status as a registered sex offender, stemming from a conviction in 2021 for molesting a 19-year-old woman. Despite this designation, Boissard continues to roam the streets with impunity, leaving residents feeling vulnerable and exposed.
